All Information can be found here.
There will be a form to fill out. Information on passport photos. What documents & IDs you'll need, etc.

Where to Apply

Then you'll need to see which avenue you'll need to apply at. This could be an acceptance facility like a local USPS office, an actual Passport Agency, or via mail (for renewals).
If you are applying Outside of the US please see this information.
NOTE: Many locations still have COVID protocols and do not accept same day or walk ins.

Processing Times Within the US

As of Late March 2023, times have been extended.
You can find the latest processing times here.
Normal processing is around 10-13 weeks.
Expedited processing is around 7-9 weeks. (You also have the option to expedite shipping from the facility, that is an added cost is an additional add-on to Expedited passports.)
Urgent processing within 3 business days. And you can book these appointments starting 2 weeks from your travel date if you've not applied before. If you have you can only call within 5 business days of your travel date. You can only make an appointment by calling 1-877-487-2778 or TDD/TTY 1-888-874-7793.
Life or Death/ Emergency Service is around 72 hours/3 business days, and you can book these appointments starting 2 weeks from your travel date. You can only make an appointment by calling 1-877-487-2778 or TDD/TTY 1-888-874-7793.
NOTE: This timing may not include shipping time. There have been issues in the past of USPS causing delays to and from the processing facilities and those delays are not accounted for in the official processing times.
NOTE: Some facilities may be quicker, others may take longer, the above time is the average. We have had users saying an additional week or two has sometimes been added onto the above processing times at certain facilities so do not assume the stated processing times are accurate. Do not book travel "to the day" of when the processing time says they could be done with processing the passport, because again, it does not include shipping times.
NOTE: It can take up to 2 weeks before your status changes to "In Process".
Some people have gotten their recently submitted expedited passports quicker than stated times BUT NOT ALL. Do not plan on being lucky, get your application in early and expedited as needed.
Many people are saying that both Normal and Expedited processing is taking weeks longer than the above-listed processing time.

What is the status of my application?

Check here: https://passportstatus.state.gov/

They cashed my check, does that mean my passport is coming soon?

No. During covid they have been opening the submitted paperwork and cashing the check first, and then often sitting on the paperwork for up to 2-6 weeks. Them cashing the check doesn't mean they are processing it or that everything is going well.
Once they start processing it, if they find errors, or your paperwork, IDs, etc aren't in order you may hear from them and be told how to correct the issues.

Can I get a same day passport.

Not likely during covid since they aren't taking walk in appointments.

My trip is in a few days and I just realized I don't have my passport/it's lost/it's expired/whatever, HELP WHAT DO I DO?

In all honesty you are pretty much SOL. It is almost impossible to get the Urgent/Life or Death/Emergency in-person appointments. For these urgent appointments you must call them directly via the phone numbers on the above link. If you are trying to go that route you'll need to look at any location you can realistically get to INCLUDING flying to them.
Note that many people have faked life or death/emergency reasons so this is making it nearly impossible to get these appointments.
Otherwise you may be better off calling all your pre-booked vacation expenses and see if you have any options to postpone or refund your now-not-happening-trip.

Can I switch my application from Regular Processing to Expedited?

Yes. Expedited service costs an additional $60. If you applied and have not received your passport, you may call the National Passport Information Center at 1-877-487-2778 and receive instructions on how request to expedite your passport.
NOTE: It can take 20 days to fulfill this request.
NOTE: This is just a request, sometimes it cannot be honored. Regular Passports are processed at a different facility than Expedited ones. So they need to FIND your application paperwork in order to be able to switch the processing.

I submitted my passport ages ago but my status hasn't changed/its been WAY past the processing times quoted on the website.

There may be a problem. Try contacting the State Department/Passport Office, or reach out to your state State Representatives. They actually can often help with speeding along passports and fixing issues when they get stuck in the system.

My "Status" on the website says "Not Available"

It can take up to 2-6 weeks for your status to change to In-Progress.

How do I find my State Representatives who can assist me?

This link will help you for your State House Represenative or you can also try your Senator. Once you are in contact and have asked for help on your passport application you may be asked to fill out a privacy form or other paperwork allowing your representative to work on your behalf. Make sure to follow up quickly to keep the ball rolling.

Can I buy a flight that shows I'm leaving within 3 business days, get my passport, and then cancel the flight/Can I fake a family emergency?

No, you'll need to provide proof of your emergency.

Can I buy a flight that shows I'm leaving in 2 weeks, book the Urgent in-person appointment that would be within 72 hours of that flight, get my passport, and then cancel the flight?

Yes, but given that those appointments are still supposed to be for urgent/emergencies and right now those appointments are VERY hard to get even if you have a valid reason.
For those doing these in-person appointment, you'll get your passport within a few hours or a day or two from the appointment. They'll factor in your urgency, what wiggle room you have, and the other needs to figure out what priority yours will be. But you will get it within 72 hours.

What about using a 3rd Party Rush/Expediting Service/CourieExpeditor?

DO NOT USE THESE!!!
There is no magical service (other than contacting your state's house of representatives) that can get you your passport quicker than official channels. You are instead paying a shit ton of money for someone else to do any of the above steps and faster processing isn't guaranteed or possible. As well as there are many outright scam companies out there. I would not recommend you give them your personal information. See the official government info here on why you should not use these.

I'm an American currently abroad and my passport recently expired. I need to quickly return to USA, can I travel on an expired passport?

Not any longer this ended December 31st, 2021.

Other Questions

Can I travel internationally by air without a passport book?

For air travel, the airline won't even let you on your first initial flight if you do not have proper documentation and visas. This is because the airline will be penalized and fined if you are held and deported due to improper documentation/visas.
A passport card cannot be used for air travel.

Can I travel internationally by land without a passport?

We frequently get questions on this especially for the USA/Mexico border. Officially no, you actually do need a passport. Unofficially some people have reported getting INTO Mexico without a passport can be easier than coming BACK into the US without a passport.

Can I travel internationally via a cruise without a passport?

We'd recommend hitting up /cruise as it may depend on your specific cruise. Some may not allow you on at all without a passport, others simply won't let you do shore excursions if you don't have a passport.

I have dual citizenship, can I travel on my other passport instead?

While USA has no exit immigration, so you don't need to show your passport to exit, you are required to enter the USA on your American passport. You cannot use your other citizenship to get a visa to enter America on your other passport. So unless you are going to get your passport abroad at an Embassy/Consulate before you return, get your American passport before you go.

What is the difference between a Passport Book and a Passport Card?

Card is for Land borders and some sea ports of entry. Think Canada, Mexico, Caribbean, Bermuda. You cannot use it for air travel.
If you plan on doing any air travel within the next 10 years get the passport book.

Since US Embassies are processing passports faster (less than 6 weeks), how can I send my application there to be processed?

You can't. Embassies only process passports for people in-person and in-country.
Also, if your travel is soon and you are headed back to the US, you'll be given a limited-use Emergency Passport that can only be used to travel back to the US.
So the "Why don't I just fly to Mexico on my soon to be expiring passport and apply at the embassy there?" idea only works if you are in Mexico for 6+ weeks and if you have a current valid passport to even enter Mexico (or insert whatever other US Embassy you were asking about.)

I've heard about "6 Month Validity Rule" what is it and what does it mean?

Some countries require the passport to still be valid 6 months after entry (or exit). This is to ensure you have valid documents to be able to exit the country. Some countries do not have this requirement, some require it to be 3 months, etc.
But the easiest way to think about it is your passport actually expires 6 months early. And so its best to renew it before that time.

I lost my passport, reported it lost, and now just found the original one, can I travel on it?

No. Once reported lost/stolen its deactivated and cannot be used for travel. You should put a hole through a corner of the passport or otherwise make it clear it cannot be used so you don't accidentally bring it to the airport.

I lost my passport, but have a photo copy. Am I okay to travel?

I got part of my order but didn't get my old passport/new passport/passport card/my ID documents?!?

They'll come in separate shipments.

I forgot my passport was in my maiden name/former name. Can I still use it for travel?

Your ticket must match your passport name.
Note: There may be issues if your vaccine card/info is in a different name than the passport/ticketed name, but use the COVID Megathread for that question.

How can I get flight confirmation/book a flight if I don't have my passport?

Unless you are booking with a 3rd party agency that charges for every little change, pretty much all airlines allow you to book with nonsense numbers (all 1's) and at a later time update your passport info, or even wait until check in, in-person to do so.
Many people do not have passports when they book flights, or they lose their passport, or their passport expires. They are fully aware that until they check the passport day-of, the information might not be correct or valid.

This will be the second swimming tournament. The Sports Ministry summoned a meeting to plan the August 23rd event.

anti-corruption: authorities confiscate computers belonging to the company that operates the traffic cameras

Security Dream is a company linked to Serj's family that was hired years ago to help the police monitor the traffic, in exchange for a nice compensation. After the revolution, a whistleblower came forward, accusing the company administration of corruption schemes. Criminal charges were filed.
On July 14 of this year, Pashinyan announced the foundation of a state-run agency to replace Security Dream, citing never-ending problems with the company, and the possibility to save millions of dollars every year if the state handles the process instead. The state pays the company 10% of all the revenue generated by traffic citations, in addition to other payments.
The authorities raided the Security Dream office today. They were seen confiscating computers. The Investigative Committee will release details later.

official arrested and charged with bribery is refusing medical care in jail: Ministry

Urban Development office chief Vahagn Vermishyan was arrested in 2020 and charged with giving awards to construction firms in exchange for bribes, corruption, and nepotism.
The court session was interrupted on Monday. Vermishyan reported feeling ill.
Healthcare Ministry: Vermishyan's lawyer claimed on social media that penitentiary doctors had refused to call an ambulance to take him to a hospital. In reality, there was no event that warranted the need to call an ambulance to take him to a hospital. Vermishyan received the necessary medical attention from penitentiary doctors.
Vermishyan mentioned no health issues and complained about vertigo and nausea only after speaking with his lawyer. The doctors examined him. His blood pressure was 130/80, and he felt well. He was offered medication to treat the symptoms, which he refused to take. He instead demanded an ambulance to be called, which was deemed unwarranted.
An hour later Vermishyan complained about symptoms again. He again refused to take the offered medication, refused to be examined by the doctors, and refused to leave the jail cell for examination. He demanded an ambulance instead.
Two hours later the doctors paid him a regular visit and recorded that he had no health complaints and no demands. //

A new guy recently replaced Dmitry Rogozin, the head of Russia's space agency. Today he announced that Russia will be exiting the space hotel as soon as its commitment expires at the end of 2024.

Obama adviser: Russia is probably bluffing.
Western experts: If Russia leaves, the hotel will continue to operate beyond 2024, but may not last until 2030.

Then you'll need to see which avenue you'll need to apply at. This could be an acceptance facility like a local USPS office, an actual Passport Agency, or via mail (for renewals).
If you are applying Outside of the US please see this information.
NOTE: Many locations still have COVID protocols and do not accept same day or walk ins.

Processing Times Within the US

As of September 2022,
You can find the latest processing times here.
Normal processing is around 7-10 weeks.
Expedited processing is around 4-6 weeks. (You also have the option to expedite shipping from the facility, that is an added cost is an additional add-on to Expedited passports.)
Life or Death/ Urgent/ Emergency Service is around 72 hours/3 business days, and you can book these appointments starting 2 weeks from your travel date. You can only make an appointment by calling 1-877-487-2778 or TDD/TTY 1-888-874-7793.
NOTE: This timing may not include shipping time. There have been issues in the past of USPS causing delays to and from the processing facilities and those delays are not accounted for in the official processing times.
NOTE: Some facilities may be quicker, others may take longer, the above time is the average. We have had users saying an additional week or two has sometimes been added onto the above processing times at certain facilities so do not assume the stated processing times are accurate. Do not book travel "to the day" of when the processing time says they could be done with processing the passport, because again, it does not include shipping times.
NOTE: It can take up to 2 weeks before your status changes to "In Process".
Some people have gotten their recently submitted expedited passports quicker than 10 weeks BUT NOT ALL. Do not plan on being lucky, get your application in early and expedited as needed.

What is the status of my application?

Check here: https://passportstatus.state.gov/

They cashed my check, does that mean my passport is coming soon?

No. During covid they have been opening the submitted paperwork and cashing the check first, and then often sitting on the paperwork for up to 2-6 weeks. Them cashing the check doesn't mean they are processing it or that everything is going well.
Once they start processing it, if they find errors, or your paperwork, IDs, etc aren't in order you may hear from them and be told how to correct the issues.

Can I get a same day passport.

Not likely during covid since they aren't taking walk in appointments.

My trip is in a few days and I just realized I don't have my passport/it's lost/it's expired/whatever, HELP WHAT DO I DO?

In all honesty you are pretty much SOL. It is almost impossible to get the Urgent/Life or Death/Emergency in-person appointments. For these urgent appointments you must call them directly via the phone numbers on the above link. If you are trying to go that route you'll need to look at any location you can realistically get to INCLUDING flying to them.
Note that many people have faked life or death/emergency reasons so this is making it nearly impossible to get these appointments.
Otherwise you may be better off calling all your pre-booked vacation expenses and see if you have any options to postpone or refund your now-not-happening-trip.

Can I switch my application from Regular Processing to Expedited?

Yes. Expedited service costs an additional $60. If you applied and have not received your passport, you may call the National Passport Information Center at 1-877-487-2778 and receive instructions on how request to expedite your passport.
NOTE: It can take 20 days to fulfill this request.
NOTE: This is just a request, sometimes it cannot be honored. Regular Passports are processed at a different facility than Expedited ones. So they need to FIND your application paperwork in order to be able to switch the processing.

I submitted my passport ages ago but my status hasn't changed/its been WAY past the processing times quoted on the website.

There may be a problem. Try contacting the State Department/Passport Office, or reach out to your state State Representatives. They actually can often help with speeding along passports and fixing issues when they get stuck in the system.

My "Status" on the website says "Not Available"

It can take up to 2-6 weeks for your status to change to In-Progress.

How do I find my State Representatives who can assist me?

This link will help you for your State House Represenative or you can also try your Senator. Once you are in contact and have asked for help on your passport application you may be asked to fill out a privacy form or other paperwork allowing your representative to work on your behalf. Make sure to follow up quickly to keep the ball rolling.

Can I buy a flight that shows I'm leaving within 3 business days, get my passport, and then cancel the flight/Can I fake a family emergency?

No, you'll need to provide proof of your emergency.

Can I buy a flight that shows I'm leaving in 2 weeks, book the Urgent in-person appointment that would be within 72 hours of that flight, get my passport, and then cancel the flight?

Yes, but given that those appointments are still supposed to be for urgent/emergencies and right now those appointments are VERY hard to get even if you have a valid reason...so try not being a dick maybe?
For those doing these in-person appointment, you'll get your passport within a few hours or a day or two from the appointment. They'll factor in your urgency, what wiggle room you have, and the other needs to figure out what priority yours will be. But you will get it within 72 hours.

What about using a 3rd Party Rush/Expediting Service/CourieExpeditor?

DO NOT USE THESE!!!
There is no magical service (other than contacting your state's house of representatives) that can get you your passport quicker than official channels. You are instead paying a shit ton of money for someone else to do any of the above steps and faster processing isn't guaranteed or possible. As well as there are many outright scam companies out there. I would not recommend you give them your personal information. See the official government info here on why you should not use these.

I'm an American currently abroad and my passport recently expired. I need to quickly return to USA, can I travel on an expired passport?

If you are overseas and your passport expired on or after January 1, 2020, you may be able to use your expired passport to return directly to the United States until December 31, 2021. Must be a direct flight and you must have the expired passport in your possession.

Other Questions

Can I travel internationally by air without a passport book?

For air travel, the airline won't even let you on your first initial flight if you do not have proper documentation and visas. This is because the airline will be penalized and fined if you are held and deported due to improper documentation/visas.
A passport card cannot be used for air travel.

Can I travel internationally by land without a passport?

We frequently get questions on this especially for the USA/Mexico border. Officially no, you actually do need a passport. Unofficially some people have reported getting INTO Mexico without a passport can be easier than coming BACK into the US without a passport.

Can I travel internationally via a cruise without a passport?

We'd recommend hitting up /cruise as it may depend on your specific cruise. Some may not allow you on at all without a passport, others simply won't let you do shore excursions if you don't have a passport.

I have dual citizenship, can I travel on my other passport instead?

While USA has no exit immigration, so you don't need to show your passport to exit, you are required to enter the USA on your American passport. You cannot use your other citizenship to get a visa to enter America on your other passport. So unless you are going to get your passport abroad at an Embassy/Consulate before you return, get your American passport before you go.

What is the difference between a Passport Book and a Passport Card?

Card is for Land borders and some sea ports of entry. Think Canada, Mexico, Caribbean, Bermuda. You cannot use it for air travel.
If you plan on doing any air travel within the next 10 years get the passport book.

Since US Embassies are processing passports faster (less than 6 weeks), how can I send my application there to be processed?

You can't. Embassies only process passports for people in-person and in-country.
Also, if your travel is soon and you are headed back to the US, you'll be given a limited-use Emergency Passport that can only be used to travel back to the US.
So the "Why don't I just fly to Mexico on my soon to be expiring passport and apply at the embassy there?" idea only works if you are in Mexico for 6+ weeks and if you have a current valid passport to even enter Mexico (or insert whatever other US Embassy you were asking about.)

I've heard about "6 Month Validity Rule" what is it and what does it mean?

Some countries require the passport to still be valid 6 months after entry (or exit). This is to ensure you have valid documents to be able to exit the country. Some countries do not have this requirement, some require it to be 3 months, etc.
But the easiest way to think about it is your passport actually expires 6 months early. And so its best to renew it before that time.

I lost my passport, reported it lost, and now just found the original one, can I travel on it?

No. Once reported lost/stolen its deactivated and cannot be used for travel. You should put a hole through a corner of the passport or otherwise make it clear it cannot be used so you don't accidentally bring it to the airport.

I got part of my order but didn't get my old passport/new passport/passport card/my ID documents?!?

They'll come in separate shipments.

I forgot my passport was in my maiden name/former name. Can I still use it for travel?

Your ticket must match your passport name.
Note: There may be issues if your vaccine card/info is in a different name than the passport/ticketed name, but use the COVID Megathread for that question.

How can I get flight confirmation/book a flight if I don't have my passport?

Unless you are booking with a 3rd party agency that charges for every little change, pretty much all airlines allow you to book with nonsense numbers (all 1's) and at a later time update your passport info, or even wait until check in, in-person to do so.
Many people do not have passports when they book flights, or they lose their passport, or their passport expires. They are fully aware that until they check the passport day-of, the information might not be correct or valid.

ONE KEY RULE:

If you are answering any question with timing of how long it took you to get your passport you MUST state when this happened. Anyone with "I got my passport same day/ within 2 weeks" and the response was "This was 2019 or early" will be temporarily banned for wasting people's time with false hope.
People want to understand RECENT experiences during COVID. Not the before-times. Remember the State Department is likely 1-2 MILLION Passports behind and not all locations have fully opened up.

tl;dr

In light of the recent facebook disclosures, we wrote to the Ministry of Electronics and Information Technology about any forthcoming updates to the Information Technology Act, 2000. We pointed out several inadequacies and lacunae in the Act, and asked the Ministry to publish a full consultation timeline over any proposed amendments.

Background

The Information Technology Act, 2000 (IT Act) is the cornerstone of India’s policy framework for regulating the internet. However, in the two decades since the IT Act was originally enacted, significant technological, policy, and legal developments have taken place that subsequent amendments have not been able to completely account for. Digitisation has grown tremendously and, today, integrates strongly with a wide range of individual and social behaviours across demographics in India. For context, only 0.5% of the population (around 55 lakh people at that time) actually used the internet in 2000. BSNL was also incorporated 4 months after the passing of the Act.
As a result, amending the IT Act is an issue that has come up multiple times over the last couple of years. In January this year, multiple media reports (see here and here) emerged stating that the Ministry of Electronics and Information Technology (MEITY) had begun a ‘revamp’ of the IT Act. These reports stated that discussions over updating the Act to better deal with modern technologies and challenges. These changes would also involve harmonising the Act with the provisions of the Personal Data Protection Bill, 2019.
On February 3rd, 2021, an answer to a Lok Sabha question stated that “MeitY has initiated work on amendment to the Information Technology Act, 2000 which, inter alia, includes strengthening the provisions for intermediaries for making them more responsive and accountable to Indian users.” Furthermore, an RTI request we had filed received an answer on February 4th, 2021 that revealed that the Ministry had begun to interact with stakeholder ministries over potential amendments to the Act. In response to all these happenings, we had written to MEITY, pointing out the issues and lacunae with the IT Act and asking the Ministry to hold a full public consultation with regards to the proposed amendments.
Then, in July this year, before the Monsoon session of Parliament, we wrote to the Standing Committee on Information Technology, explaining how the IT Act’s original purpose was to govern e-commerce in India and how there was a need to update the Act in line with technological, policy, and legal developments. Recent media reports have once again indicated that MEITY is working on amendments. These reports suggest that MEITY is looking to introduce a more stringent intermediary liability regime that would subsume the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (IT Rules) and give the government more control over social media platforms. Some reports even indicate that a new Act may be introduced to deal specifically with intermediary liability. The reports also indicate that terms such as ‘online bullying and harassment’ may be defined under the IT Act, while technologies such as blockchain and bitcoin may also be regulated under the Act.

Intermediary liability and the Facebook disclosures

Given the important role of social media platforms in modern life, intermediary liability is one of the key issues that needs to be addressed. While we understand the need for robust regulations and acknowledge the existence of certain progressive provisions, on the whole, the IT Rules are anti democratic and unconstitutional. This is not to say social media is perfect. On the contrary it is broken, and ample evidence of its brokenness can be found, of which the recent disclosures from a whistleblower about the activities of Facebook and the company’s role in misinformation campaigns, hate speech moderation, and dubious fact checking is only the latest example.
Previously, in July this year, the Supreme Court in its judgement in Ajit Mohan & Ors. vs Legislative Assembly National Capital Territory of Delhi & Ors. had noted that Facebook had, “become a platform for disruptive messages, voices and ideologies''. Facebook’s role as a intermediary was at the heart of the issue, as stated by the Supreme Court:
[I]t is difficult to accept the simplistic approach adopted by Facebook - that it is merely a platform posting third party information and has no role in generating, controlling or modulating that information”.
The Supreme Court’s observations were further confirmed by the whistleblower disclosures. In September 2021, the Wall Street Journal published a series of ten reports titled, “The Facebook Files: A Wall Street Journal Investigation” based on a review of internal Facebook documents, through which they came to the conclusion that Facebook knows that its platforms are harmful to its users. The whistleblower also submitted eight complaints alleging that Facebook is knowingly withholding information and research about its shortcomings from the public and its investors.
The leaked reports also contain information that is of extreme relevance to India. One of these documents explicitly states that anti-muslim and Islamophobic content is rampant on Facebook:
Anti-Muslim narratives targeted pro-Hindu populations with [violent and incendiary] intent… There were a number of dehumanizing posts comparing Muslims to ‘pigs’ and ‘dogs’ and misinformation claiming the Quran calls for men to rape their female family members”.
The same report also notes several instances of fear-mongering by members of the Rashtriya Swayamsevak Sangh. The report also states that Facebook lacks the technical capacity to deal with hate speech in local languages such as Hindi and Bengali. Furthermore, one of the reasons Facebook has been unable to develop said capacity is the existence of ‘political sensitivities’, which critics imply means that Facebook has pursued profit over harm reduction.
Additionally, one of the whistleblower has claimed that Facebook halted their efforts to take down a network of fake accounts in the lead up the Delhi legislative Elections of 2020 when it discovered that the network was run by a BJP politician:
While two Congress, one Aadmi Party and one Bharatiya Janata Party-linked IT cell-style networks were actioned, one was spared despite being repeatedly flagged…. in case of the BJP MP, it was obvious that the network was being operated from his house, and was being personally done.
The Facebook whistleblowers claims are quite worrisome, and merit a thorough review of the regulatory paradigm for social media. However, in the rush to curb the powers of internet companies, the government must not override constitutionally guaranteed fundamental rights. Instead, in collaboration with multiple and diverse stakeholders, the government must work towards building a statutory framework that safeguards ordinary Indians who use social media with increased frequency in every aspect of their lives.

Other issues with the IT Act

One key development since the passing of the IT Act is the emergence of progressive data protection paradigms. On 24th August, 2017, the Supreme Court affirmed that the Constitution of India guarantees to each individual the fundamental right to privacy in its judgement in Justice K. S. Puttaswamy (Retd.) and Anr. vs Union Of India And Ors. Additionally, in its judgement in Shreya Singhal v. Union of India, the Supreme Court struck down section 66A as unconstitutional and draconian, stating that the provision was vaguely drafted and significantly violated the right to free speech guaranteed under articles 19, and 21 of the Indian Constitution.
However, the efficacy of these progressive judgements has been significantly hindered. For example, as acknowledged by the hon’ble Supreme Court itself, section 66A (or similar provisions) continues to be sued within the India legal system. Additionally, provisions of the Act that relate to privacy, such as section 69, to accommodate the proportionality standards laid down in the aforementioned judgement require revision. Provisions that relate to data protection, such as sections 43A and 67C, may also need to be brought in line with modern data protection practices and the Personal Data Protection Bill, 2019 (which has its own issues).
Another significant concern is the increasing number of data breaches that have plagued the country. The average data breach in India in 2021 cost Rs 16.5 crore an increase of 17.85% from 2020. The average time to detect went up from 230 days to 239 days, while the average time taken to contain a breach reduced slightly from 83 to 81 days. This indicates a significant amount of information and data loss for users.
Existing mechanisms under the IT Act may be inadequate. For example, section 43A of the Act only provides compensation to users for negligent handling of sensitive personal data (and so not in the case of a breach of personal data). The use of such a narrow metric precludes any compensation for the vast amounts of data (such as a home address, passport details, etc) that have been leaked. Furthermore, no proactive measures for ensuring the security of data have been specified.

Our recommendations

Given all these issues, we once again request that MEITY furnish the public with a full consultation timeline over any potential amendments. This would help bring the drafting process in line with the Pre-Legislative Consultation Policy adopted on February 5th, 2014 while also respecting several health precedents for public consultations set in the past.
Furthermore, we ask that extensive dialogues be conducted with academics, civil society, digital rights experts and organisations, and technologists, as such groups would provide a unique citizen-centred perspective that would complement the more business or administration friendly inputs of other stakeholders. Such a timeline must also include details about the composition of the committee to be formed for drafting these amendments and the set of stakeholders that are to be invited. We also request the MEITY to publish a white paper on the amendments that sets out the policy direction the Ministry wishes to take.

Processing Times Within the US

You can find the latest processing times here.
Normal processing is around 8-11 weeks.
Expedited processing is around 5-7 weeks. (You also have the option to expedite shipping from the facility, that is an added cost is an additional add-on to Expedited passports.)
Life or Death/ Urgent/ Emergency Service is around 72 hours/3 business days, and you can book these appointments starting 2 weeks from your travel date. You can only make an appointment by calling 1-877-487-2778 or TDD/TTY 1-888-874-7793.
NOTE: This timing may not include shipping time. There have been issues in the past of USPS causing delays to and from the processing facilities and those delays are not accounted for in the official processing times.
NOTE: Some facilities may be quicker, others may take longer, the above time is the average. We have had users saying an additional week or two has sometimes been added onto the above processing times at certain facilities so do not assume the stated processing times are accurate. Do not book travel "to the day" of when the processing time says they could be done with processing the passport, because again, it does not include shipping times.
NOTE: It can take up to 2 weeks before your status changes to "In Process".
Some people have gotten their recently submitted expedited passports quicker than 10 weeks BUT NOT ALL. Do not plan on being lucky, get your application in early and expedited as needed.

What is the status of my application?

They cashed my check, does that mean my passport is coming soon?

No. During covid they have been opening the submitted paperwork and cashing the check first, and then often sitting on the paperwork for up to 2-6 weeks. Them cashing the check doesn't mean they are processing it or that everything is going well.
Once they start processing it, if they find errors, or your paperwork, IDs, etc aren't in order you may hear from them and be told how to correct the issues.

Can I get a same day passport.

Not likely during covid since they aren't taking walk in appointments.

My trip is in a few days and I just realized I don't have my passport/it's lost/it's expired/whatever, HELP WHAT DO I DO?

In all honesty you are pretty much SOL. It is almost impossible to get the Urgent/Life or Death/Emergency in-person appointments. For these urgent appointments you must call them directly via the phone numbers on the above link. If you are trying to go that route you'll need to look at any location you can realistically get to INCLUDING flying to them.
Note that many people have faked life or death/emergency reasons so this is making it nearly impossible to get these appointments.
Otherwise you may be better off calling all your pre-booked vacation expenses and see if you have any options to postpone or refund your now-not-happening-trip.

Can I switch my application from Regular Processing to Expedited?

Yes. Expedited service costs an additional $60. If you applied and have not received your passport, you may call the National Passport Information Center at 1-877-487-2778 and receive instructions on how request to expedite your passport.
NOTE: It can take 20 days to fulfill this request.
NOTE: This is just a request, sometimes it cannot be honored. Regular Passports are processed at a different facility than Expedited ones. So they need to FIND your application paperwork in order to be able to switch the processing.

I submitted my passport ages ago but my status hasn't changed/its been WAY past the processing times quoted on the website.

There may be a problem. Try contacting the State Department/Passport Office, or reach out to your state State Representatives. They actually can often help with speeding along passports and fixing issues when they get stuck in the system.

My "Status" on the website says "Not Available"

It can take up to 2-6 weeks for your status to change to In-Progress.

How do I find my State Representatives who can assist me?

This link will help you for your State House Represenative or you can also try your Senator. Once you are in contact and have asked for help on your passport application you may be asked to fill out a privacy form or other paperwork allowing your representative to work on your behalf. Make sure to follow up quickly to keep the ball rolling.

Can I buy a flight that shows I'm leaving within 3 business days, get my passport, and then cancel the flight/Can I fake a family emergency?

Yes, but given that those appointments are supposed to be those with life and death emergencies and right now those appointments are VERY hard to get even if you have a valid reason...so try not being a dick maybe?

What about using a 3rd Party Rush/Expediting Service/CourieExpeditor?

DO NOT USE THESE!!!
There is no magical service (other than contacting your state's house of representatives) that can get you your passport quicker than official channels. You are instead paying a shit ton of money for someone else to do any of the above steps and faster processing isn't guaranteed or possible. As well as there are many outright scam companies out there. I would not recommend you give them your personal information. See the official government info here on why you should not use these.

I'm an American currently abroad and my passport recently expired. I need to quickly return to USA, can I travel on an expired passport?

If you are overseas and your passport expired on or after January 1, 2020, you may be able to use your expired passport to return directly to the United States until December 31, 2021. Must be a direct flight and you must have the expired passport in your possession.

Other Questions

Can I travel internationally by air without a passport book?

For air travel, the airline won't even let you on your first initial flight if you do not have proper documentation and visas. This is because the airline will be penalized and fined if you are held and deported due to improper documentation/visas.
A passport card cannot be used for air travel.

Can I travel internationally by land without a passport?

We frequently get questions on this especially for the USA/Mexico border. Officially no, you actually do need a passport. Unofficially some people have reported getting INTO Mexico without a passport can be easier than coming BACK into the US without a passport.

Can I travel internationally via a cruise without a passport?

We'd recommend hitting up /cruise as it may depend on your specific cruise. Some may not allow you on at all without a passport, others simply won't let you do shore excursions if you don't have a passport.

I have dual citizenship, can I travel on my other passport instead?

While USA has no exit immigration, so you don't need to show your passport to exit, you are required to enter the USA on your American passport. You cannot use your other citizenship to get a visa to enter America on your other passport. So unless you are going to get your passport abroad at an Embassy/Consulate before you return, get your American passport before you go.

What is the difference between a Passport Book and a Passport Card?

Card is for Land borders and some sea ports of entry. Think Canada, Mexico, Caribbean, Bermuda. You cannot use it for air travel.
If you plan on doing any air travel within the next 10 years get the passport book.

Since US Embassies are processing passports faster (less than 6 weeks), how can I send my application there to be processed?

You can't. Embassies only process passports for people in-person and in-country.
Also, if your travel is soon and you are headed back to the US, you'll be given a limited-use Emergency Passport that can only be used to travel back to the US.
So the "Why don't I just fly to Mexico on my soon to be expiring passport and apply at the embassy there?" idea only works if you are in Mexico for 6+ weeks and if you have a current valid passport to even enter Mexico (or insert whatever other US Embassy you were asking about.)

I've heard about "6 Month Validity Rule" what is it and what does it mean?

Some countries require the passport to still be valid 6 months after entry (or exit). This is to ensure you have valid documents to be able to exit the country. Some countries do not have this requirement, some require it to be 3 months, etc.
But the easiest way to think about it is your passport actually expires 6 months early. And so its best to renew it before that time.

I lost my passport, reported it lost, and now just found the original one, can I travel on it?

No. Once reported lost/stolen its deactivated and cannot be used for travel. You should put a hole through a corner of the passport or otherwise make it clear it cannot be used so you don't accidentally bring it to the airport.

I got part of my order but didn't get my old passport/new passport/passport card/my ID documents?!?

They'll come in separate shipments.

I forgot my passport was in my maiden name/former name. Can I still use it for travel?

Your ticket must match your passport name.

If you are answering any question with timing of how long it took you to get your passport you MUST state when this happened. Anyone with "I got my passport same day/ within 2 weeks" and the response was "This was 2019 or early" will be temporarily banned for wasting people's time with false hope.

There are lots of travel related resources that we’ve created between the two of us, so we’re putting it together here. We will update this post as necessary/available with other resources.

USA - CHINA TRAVEL

  1. Starting on flights departing on September 9th, you need to get an ADDITIONAL Nucleic Acid test, 7 days before your flight. (So that would mean that if you're departing on September 9th, you would need to get a test on September 2nd.) It seems that this can be done at any "local testing agency" - so not the official one designated by the embassy/consulates.
    1. IF the test result is positive, then when you apply for your official HDC, you will have to apply as a person with a "history of infection."
    2. IF the test result is negative, then you will upload that test result along with the other test results when applying for your HDC.
  2. Between that first date and your flight, you need to keep track of your temperature and general possibilities for exposure to COVID. The form is provided at the bottom of the announcement. You will upload this with other materials when applying for your HDC.
  3. You STILL have to do the dual testing as usual in an embassy/consulate approved testing location, 2 days before your flight. This CANNOT be the same testing location as your initial test.

TRAVEL FROM OTHER COUNTRIES TO CHINA

  1. WHEREVER you land, you will have to do 14 days of strict hotel quarantine at your city of landing. You CANNOT choose your hotel. (Please see above for finding out what kind of options are available/how much hotels generally cost in the city of landing.)
  2. After the first 14 days, MOST cities now require 7 more days of some kind of quarantine/monitoring. The requirements will be different based on how it is framed:
  1. For MOST places, you can travel there from your city of arrival after the first 14 days and then follow the +7 rules of your destination city.
  2. BEIJING is a MAJOR exception. You CANNOT fly to Beijing (if you landed elsewhere) until/unless you have been in China for 21 days. So *choose where you decide to fly to CAREFULLY* because depending on the +7 rules of your arrival city, you may either have to be in strict hotel quarantine for another +7 days (this will be true for anywhere that mandates "home isolation", since presumably your home is in Beijing, not in your arrival city) OR you may be relatively free to walk around town (this will be true for places that allow "community health monitoring," like Shanghai.)
  3. ONE MORE EXCEPTION for Beijing: Depending on your final destination district/compound in Beijing, they may have additional rules for inbound travelers on days 21 - 28 after you get back to China. Some compounds ask people to still observe STRICT HOME QUARANTINE for days 21 - 28, others will say you can walk around, but that they want you to take extra PCR tests; yet others will have no regulations. It is definitely best to check with your destination compound so that you are not caught by surprise.

Just squeezed back into Japan from the US, proving my case to immigration officials in Haneda about the validity of my "humanitarian" reason for leaving Japan and then trying to return during the lockdown. Now I'm doing a 14-day self-quarantine so thought I'd share some insights on what it's like trying to get back into Japan during this shut-down as well as some tips on how to increase your odds of getting back in the country smoothly.
TL;DR:
My case: I'm a US citizen with a permanent resident visa, having lived here for more than 20 years. I left Japan in late May, AFTER the MOJ declared a lockdown in travel in early April. Although I explained to immigrations at my departure that I was leaving to check on my ailing dad and sibling with a return date in late November, I was warned that I may not be given re-entry permission since my time-frame lapsed the MOJ's cut-off date of April 2nd. I wasn't too worried since I imagined that the lockdown would ease six months later when I would return. But due to the recent flooding in Japan, I had to make an emergency return in early July to take care of damages to my property and to help out my wife (who stayed behind with the kids) as she struggled with the new set of problems in addition to taking care of the kids, as well as keeping her business afloat during this "new normal", chaotic life rhythm.
Needless to say, remembering the immigration officer's strict warning at my departure, I began to really worry whether or not I would be able to return to Japan during this period!
I researched the web, especially here in Reddit, to try to get a clearer picture of what I would be facing, but found more confusion and questions than clear-cut answers. I called the Boston Consulate who wouldn't give me any info, but told me to call Tokyo Immigrations.
My wife called and then told me that my chances were nil ... unless I could provide solid documentation proving that my reason for returning fell under the ambiguous category of "humanitarian" reasons. Hmm ... ailing folks (but not exactly dying) ... flood damage ... helping my wife ... These weren't clearcut reasons, and soon I was feeling panic: What if I arrived, and they weren't convinced -- Would they tell me to get back on a plane and return to the US? If that happened, would I be have to bear the financial burden of risking it? We're not exactly wealthy, particularly since the pandemic has affected us greatly financially.
I decided to take the risk and make the effort to get back to Japan. My family in the US seemed healthy enough for me to part with them for another month or two while I helped my wife out in Japan due to the flooding.
The most important thing I needed to do to be prepared was to make sure I knew exactly what my exit and entry reasons were:
  1. Exit: Needed to go to the US to check on my ailing father and to settle some of his business affairs. Also, needed to check on my sister who is severely disabled and needs assisted living.
  2. Entry: Needed to help my wife manage our five kids and family life amidst the chaos created by the recent flooding disaster. We lost our cars and suffered flooding damage. In addition, my wife's business was affected and she was going crazy having to deal with all that alone.
The second most important thing is to provide documentation related to each of those that would serve as proof. I only had "hours" to do after learning of the flood so, for my exit reason case, I contacted relatives and care-givers for documentations relating to my father's and sister's illnesses (and their severity). Made sure to have dates, names, reference numbers, addresses on those documents. For my entry reason case, I asked my wife to send my pdfs of our property papers showing that it was indeed in a flood zone, news articles showing the locations of the areas hit by flooding (which corresponded with my home address) and videos and photos of the damage. I also needed to produce documents showing I had kids and their ages and who were still currently in Japan.
While doing all this, I made flight arrangements which all, thankfully, went without a hitch.
In Boston, on my first leg of the trip from Boston to Detroit, I confirmed with the Delta check-in clerk that I could fly to Japan. Her reassurance was that there were no restrictions on me (I showed her my permanent residence card) based on the latest data on the IATA site.
Great!
Fly into Detroit, perhaps one of just a few airports that was making flights to Japan from the US, was easy and problem free! However, there at the gate, I stumbled across a few people who had flew in from Delta flights from New York and from Miami who were just screaming because they were denied permission to fly to Japan, even though they weren't told they couldn't fly to Japan from their originating airports ... Neither of them had permanent residents, and in fact, were just tourists ... Delta explained that they would just be told to immediately depart Japan upon arrival AND Delta would have to foot their bill ... After witnessing their sad situation, I departed Detroit for Haneda on a very smooth flight.
Arriving in Haneda was really easy with just 1/3 capacity of the airplane. The flight attendant on the plane said that if we were transferring to another soon-to-depart connecting flight (I was), I should inform the Delta rep who would be waiting outside the plane and let them know. Instead, we were herded about a kilometer's walk directly to PCR testing. No Delta rep in sight. I asked the PCR people where the Delta rep was, and they went to fetch one. I waited in line and got tested in about an hour, but by then, I had already missed my connecting flight as I never saw that Delta rep who was supposed to inform my next flight that I probably couldn't make it due to the PCR test.
The conclusion of the PCR test was basically asking me how I would find my way back home and getting me to sign a promissory that I would not use public transportation and that I would self-quarantine for 14-days. No problem. A friend would pick me up and drive me more than 12 hours to my home. I had a room to self-isolate until the 19th. I would be informed of my results in a couple of days, and much sooner if my results were positive ...
I was given a cool placard that said I cleared the PCR testing and could proceed to baggage claim. I must have passed almost a dozen airport security personnel who kept waving me through when I flashed the card. I had no baggage to claim so could this mean that I would be outside of the airport and into Japan in less than 1.5 hours? ... No chance. I still had to clear customs. I went through the normal booths (like a ghost town) and could see the double-doors separating customs and the outside world! I was so excited! I wouldn't have to prove my "humanitarian" reasons, I thought!
Suddenly, after the customs agent took my customs card, he signaled me to go to the customs office BEHIND us! Aarrgh. I entered a gloomy open room, resembling that inside a police station, with about ten chairs spaced in a line though each separated by some 3-4 meters. At each chair was a foreigner like myself sitting with solemn face and each being handled by a customs case worker: We were the ones who had to prove our "humanitarian" reason, and this would be the most challenging part of my journey, I thought.
Tired, but sticking to my game plan, I provided my case officer with my reasons (orally) and proof (documentation). He was very helpful and understanding. He also wanted me to understand the entire process and explained that he would make the judgement call whether I could enter Japan or not. The other foreigners' case workers all seemed to be pleasant too! They really didn't seem like the police officers they really were.
However, a couple of foreigners, both from the US like myself, seemed to be having trouble producing documentations. One middle-aged guy seemed like he was ready to cry! The other was a mother with her child who had zero Japanese language skills. I felt so sorry for these two cases, who both seemed sincere, and hoped that they would make it through ... But I had to worry about myself first.
It became apparent that I was the best prepared, because I was the last one in, but the first one out! It took TWO HOURS, but my case worker finally gave me approval and thanked me for providing somewhat good proof despite my little time I had to gather it all (I thank my family and friends for sending me all those impossible documentations in such a short time!). The one glitch I had was proving that my father was my father! I was able to pull this off by producing an old US Passport renewal application from my Google Drive where I had my dad's name listed. It was weak proof, but it apparently was enough! I thanked my case worker, quickly exited customs, and re-entered Japan! Three hours after the plane landed.
I called my friend who picked me up and brought me all the way to my final destination: home!
A couple of days later, I got a call from an unknown number -- It was from the city's health and welfare office: A caseworker who was contacted by the PCR people in Haneda told the worker to expect my arrival and to monitor me daily for the entirety of my 14-day self-quarantine. The monitoring would consist of a call or email everyday to check my health: Did I have a fever? Did I show any signs or symptoms of COVID, etc ... ? Short and quick. For me, this wouldn't be a problem.
On my third day back, I got an email from the government informing me of the results of my PCR test: NEGATIVE! Yea! But I would still have to checkin with the city health worker for the duration of my self-quarantine.
So this was my experience getting back to Japan based on the ambiguous "humanitarian" grounds. I hope it helps some of you prevent unnecessary trouble!
If you have questions, I have to apologize in advance that I many not be able to get to them immediately or at all. As I said, I'm back to help my own family due to the flooding ... trouble compounded by an even bigger flooding happening yesterday!

IMPORTANT INFO REGARDING CHOKING/STRANGULATION:
If your SO ever attempts to choke you, YSK that strangulation can have life threatening delayed effects. ALWAYS seek medical assistance to check you over even if you feel fine.
Strangulation is a significant predictor for future lethal violence. If your partner has choked you or ever tries it, your risk of being killed by them is 10 times higher than if they hadn't. (UPDATE as of March 2, 2022: the figure is now that you are 750% more likely to be killed by the offender ). It is in your best interest to leave your partner ASAP if they ever attempt choking you.

USA-specific, tl;dr version: (1) look up your local field office online, (2) call the main number and tell them you want to report a crime; you'll be transferred to the Duty Agent who is on Complaint Duty for that day, (3) explain the situation and they'll type up a referral to the squad that investigates that violation, or transfer you right away depending on a lot of variables. That squad will help you out.

The U.S. Dept. of State's Office of Children’s Issues offers the Children's Passport Issuance Alert Program. When you enroll yourself and your kids in the program, the State Dept. will contact you if someone applies for a passport for your under-18 child to verify whether you've consented for your child to get a passport.
Note that United States does NOT have exit controls or require two-parent consent for a minor to leave the country. You'll need a court order for that, or it should be part of a custody agreement.
Federal law does prohibit a parent from removing a child from the United States or retaining a child in another country with intent to obstruct another parent´s custodial rights (see (U.S.C. § 1204). U.S. Customs & Border Patrol works with the Dept. of State and other agencies to prevent international parental abductions, but to get their help you have to present a valid, enforceable court order which prohibits the child’s removal from the United States.
Having an international travel prohibition in a court order or custody agreement is especially important if your child's other parent has citizenship in another country. Without that, your child's other parent can leave the country with your kid or kids, and the process to get your kids back becomes incredibly complicated.

2018.02.07 04:30 deebz41 Need some clarification on applying for a passport for the first time

I read the sidebar and rules and was not able to find an answer there, or any reason I cannot ask my question, so I am hoping there is someone knowledgeable here that can help me out.
I am applying for my first passport, and the main issue I am having is find whether I can bring a photocopy of my birth certificate or if it needs to be an official certified copy.
According to this source, it says that a photocopy will be sufficient:

I went to the USPS today to get my passport renewed. I got it issued before I was 16 and it expired so I had to get it renewed sort of like I was applying for a brand new one (a form called the DS-11) which required me to go in and get it turned in at a USPS location. So I fill out the forms online, and read their website so I bring everything I need.

It says on the website "Provide Evidence of U.S. Citizenship" and under that category it says "You must submit one of the following: Fully-valid, undamaged U.S. passport (may be expired) or US Birth Certificate". I should have brought my birth certificate, but I don't like carrying things that are super important like that out of the house if it isn't 100% necessary so I didn't.
So I bring my passport, as the website says that is a valid proof of citizenship. I get there and the clerk tells me I NEED my birth certificate. I tell her the website said I didn't. She keeps telling me that "It has always been this way". I am like whatever and I leave but as I leave it starts downpouring and I decide to sit in the lobby and check on my phone what I read online. So I go online and I see that I was right.
I go back in because I don't want to have to come back in this thunderstorm and the woman I was talking to went to the back so I go to the other clerk. I ask him to show me some documentation about this and he won't ever show it to me. He keeps telling me this is how he was trained. I pulled up the website and try to show him on the .gov website about how they said it worked.
This is where things get weird. He tries to tell me that they don't follow the same protocol that is on the travel.state.gov website because they are a different entity. He says they are just the transaction agency and they don't follow that protocol, but instead they follow their own protocol. I then tell him that I got to that page because the USPS website directed me there (which it does, from here). He then goes on to tell me how they operate as a seperate entity from the USPS. He goes on and tells me how the USPS website and the USPS building are two seperate things and he is just a "retail employee" and he isn't government affiliated. (Why is your office closed on government holidays then?). I could believe the stuff about the USPS not being affiliated with the part of government that deals with passports, but he started to ramble about how he doesn't even bother looking at the USPS website and how the USPS website is completely different than the building, like different organizations different, and how even the prices on the USPS website and the in person location are different. At this point I'm just at a loss and I just leave because I know nothing is getting accomplished. I take my stuff up the street to the next post office and they handle it no problem, don't even ask for my birth certificate.
I then realize that on the DS-11 form (the one they provide in the post office), it says right on it that same information that is on the first website I linked (the stuff about needing either a passport or the birth certificate).
So, could this have been avoided if I would have brought my birth certificate with me? Yes. I am aware of that. I am just mad that the clerk went into this big ordeal about how they aren't government affiliated and they follow their own protocol and how he doesn't even bother looking at the government or their own USPS website because they are their own little entity. I think he was just having a power trip.
TL;DR: Single Post office follows different protocol than government website about passport renewal, clerk tells me the USPS post office building isn't affiliated with the government or USPS and the building is its own entity and they don't even follow prices on the USPS website, I leave and go down the street and get everything handled with zero issues at another USPS location.
