Advance apologies to the mods if this isn’t allowed but it really bothers me how many people were on board with “haha fuck carbrains, put cameras everywhere”
There’s this excellent ProPublica article which notes that, even though speed cameras were distributed equally in Chicago, the impact was inequitable because low-income minority neighborhoods have fewer options and shittier infrastructure. Please read this through to the end before jumping on board with the idea that fines, which always disproportionately impact low-income people, are going to get the most carbrained to change their ways. I once met someone who budgets for one accident a year—rich people aren’t bothered by this stuff.

TL,DR: All buildings that can be profitable, are able to pull a profit without subsidies. Buildings which cannot be profitable without subsidies are useless. Except railways, fuck railways.
One of the biggest and most prevalent mistakes in the Victoria playerbase is how people think that when they subsidize their factory they are "helping their economy". I'll give that many of the thought processes that these players apply does make sense in theory, but because of some oversight by the mechanics of the game, it won't work as it would in the real world.
There are two key reasons to understand why subsidizing buildings is counterproductive:
1) Economies expand by creating wealth. Factories take cheaper goods and turn them into more expensive products, the profit of which is capital invested into the economy, which, be it by being acquisitive power of by being directly invested in the market, will expand it. When there is no subsidies, workers will spread out amongst the buildings in order to maximize this.
If you're subsidizing a building in a state with fewer workers than jobs, you will actively draw workforce from more profitable roles into unprofitable ones. If you're subsidizing a building in a state with more jobs than workers, it won't negatively affect the other ones, but it's still wasted workforce and construction power.
2) All buildings that can be profitable, are able to pull a profit without subsidies. Buildings which cannot be profitable without subsidies are useless.
That's because if a good is useful to you or your country, getting the factory that produces it to pull a profit is just a matter of making sure it has access to it's raw materials. Any building that has access to it's raw materials, manpower and is connected to your market, but still is not pulling a profit is producing something that no one needs and is therefore useless.
There are three situations where subsidizing a building is worth it:
1) When a building is in a vicious cycle where it not producing affects it's own ability to produce. In the early game, you'll find that iron mines, logging camps and tooling factories may be in this dillema: the tooling factories can't produce because wood and iron is expensive and iron mines and logging camps can't produce because tools are expensive.
2) Railways because railways don't work how they should, but even then you should watch out for WHICH states need their railroads subsidized. A railway's ability to be profitable is completely separate from a state's infrastructure needs, which means that often railroads are unprofitable in states with not enough infrastructure. Even then, the right thing to do, however micro intensive it is, is to check which states need subsidies and which don't, since the overwhelming majority of them won't need subsidies to meet infrastructure requirements. Subsidizing all railways is viable, but suboptimal.
3) Getting buildings that are not profitable yet up to speed, but will be soon because you intend to change a certain production method. Works, but my experience is that it is rather unnecessary.
In any other situation, subsidizing a building is actually counter productive to your economy and is, at best, a micro intensive welfare program.
Now I have to ask you: why do you want to subsidize a building?
"I want my pops to buy their needs at a reduced price"
Fair enough, that is indeed something that would be benefitial for your market. However, there is a better way to do it.
For this purpose let's imagine that the product which you want to lower prices for is clothing. Instead of subsidizing the clothing factory, build up your production of cotton. Farms and plantations, as opposed to factories, have to pay for less materials and can work a surplus at a much smaller deficit than factories. If your raw materials are cheap, factories will be able to buy them for cheaper and will therefore be able to produce surplus at a profit without you needing to subsidize them.
"The state needs to safeguard the production of certain goods, mainly construction and military ones."
I can only imagine that someone would think this because they got in a hard war, had to call in the conscripts, and suddenly guns and cannons were at +75%.
This is, of course, unsustainable, but the solution is not subsidizing the arms factories, but to prepare your industry for a surge in the demand of military goods: build as many factories as you need for your conscripts, but don't subsidize them. When the conscripts are disbanded, the demand for small arms and cannons will fall and the arms industries will fire their employees in order to even out their balance and the production will fall to just what you need in peace time. The same works for any other good used by the conscription centers.
As for construction materials, they should be profitable just by supplying your construction sectors, without the need for subsidies. Attempting to subsidize the factories in order to pay less for the construction goods should instead be done through the means I explained in the previous case.
Conclusion:
There you go. That's all the reasons that make subsidies suboptimal in Victoria 3. Subsidies are a symptomatic remedy for situations that always have definitive solutions, and for me at least, the most enjoyable part of Victoria 3 is getting to identify and apply those solutions. If someone has some more in depth and systemic uses for subsidies, I will be glad to hear them, but I cannot imagine them being anything other than a welfare program with extra steps.

I got a speeding ticket on base. I feel like a dirtbag. I deserved it. Shirt got called, I was able to drive home (I live on base). I feel like I lost all my chips and good will with my squadron.
I’ve won awards on top of awards on top of honor guard. Never been in trouble.
This is my first blemish and it stings. I’ve been on the straight an narrow and now I’m fucking up. I’m going to go to the judge and take my punishment whatever he or she gives me I deserve the shit.
I have a good relationship with my commander and I’m going to tell him after I come clean to my shirt.
Thing is. My NCOIC gave me 9 days off for free because of my work ethic and good behavior throughout my time. Now I’m making her look stupid and I respect her so much.
You might say it’s just a speeding ticket. But to me I’m fucking up.

2023.06.07 14:48 Rekerer97 My TV remote shattered reality
I lived in Soviet Russia and it was a cold night. I was bored watching the television like a boomer. I couldn't hear it so I got the tv remote and turned the volume up on the tv but nothing changed, I kept pressing it and pressing it but again nothing changed. I pressed it a final time before realizing something was changing in the corner of my eye, through the window. I saw something terrifying. I didn’t want to believe it at first so I ignored it then went again to try and turn the volume up on my tv. I turned my head sideways to the left out of my window and saw it… the moon was getting larger or closer or both every time I used that volume button and it freaked me out.
So what did I do? I tried turning the volume down on my tv to see if that would make the TV quieter, no nothing happened, I did it again whilst looking up at the sky the moon didn’t change it was still three times larger than what it usually looks like. What was happening when I tried turning it down though? I tried reducing the volume a few more times then I realized what was happening. My middle finger was growing. I was scared as fuck at this point, I must be high or I must be in a dream. I tried pinching myself but it didn’t work. My middle finger was twice as long as what it used to be, is this some kind of joke I thought, whilst my inner evil side was telling me that it was a good thing that I could swear at someone with my hand twice as good as before. Was the fuck was going on? I didn’t want to fuck myself up anymore but I needed to experiment so I tried to use the channel changing buttons on my remote.
I tried to hit the channel up on my remote. It was as I predicted, no response from my TV at all, I looked outside, no difference to the moon, I looked at my double length middle finger, no difference. What changed? I hit it a few more times and I felt something strange. There was a tight feeling on my right hand, my right arm was very slowly shrinking. I couldn't believe it. I was so disturbed I started to cry because my body was now actually fucked up. I didn’t want to use that remote anymore but my curiosity got the better of me so I had to try the opposite to channel up, which of course was channel down.
I hit the button, this time I noticed a difference without hitting it multiple times straight away. I felt dizzy, slightly but enough to tell. I hit it again to just see if it would affect me again… it did. The room was spinning a bit but not so much that I felt like passing out or anything. There is no way this isn’t a dream, it's just not possible otherwise it would be on the news about the moon getting closer or larger but nope my TV was stuck on the shitty film channels that don’t broadcast anything good like they used to.
I went online to check the news, social media or anything else that was my intention but I never got there as I found myself back on my bed lying down with my eyes closed.
Was it a dream? Yes, my body was normal. Thank god, I looked outside, the moon was still there but normal sized and how it should be. The TV however was extremely loud so I picked up and went to turn the volume down but I stopped myself… instinctively. I was scared to use that remote but I thought to myself, it was just a dream right… it was just a dream I'm being silly now so I went to turn the volume down, it didn’t work… My worst nightmares were now reality as my middle finger became tense. I looked at it but it didn’t seem to look any different. I couldn’t risk it so I opened my window and threw my remote outside and it smashed on the concrete below. BIG MISTAKE.
I should have tried the power button, or any other way to solve my problem but i was acting dumb, after the remote hit the floor and smashed, my head was spinning at a million miles an hour, my middle finger smashed through my bedroom window and the moon was crashing down into earth, my finger penetrated the moon and my body flew towards it like it was being used as a grappling hook. As my right arm diminished into my body, my body started diminishing but my left arm was growing with my middle finger. My head was spinning so fast that my body started spinning too, the moon was spinning on my finger and going so fast that it caught fire. I felt heat, burning and intense pain. My brain was inside the moon and my middle finger was still growing far beyond the universe crashing inside multiple different alien planets. I was the destroyer of worlds but for the extreme pain I was in no way of feeling like I was going to die.
The moon was still growing also, it was consuming the universe but it was spinning through my middle finger like a wrecking ball. The speed was uncalculated and impossible but it was happening. In all of the chaos and destruction through all of the shit that was happening a thought entered my mind… this was not a dream, this was reality and thought that there was no way back, no return journey and my fate was sealed. Something strange happened, everything stopped, time itself prevented any more chaos. My brain was at the core of the moon and had grown alongside the moon, and my colossus universe expanding finger was my only tool, the rest of my body was nothing. So there I was stuck… stuck just there with nothing but emptiness. It was hell that I was and hell that I never imagined.
Millions of years passed and I was still here, all I could do was think, just think and think some more. I could do nothing. My middle finger grew to the point where I couldn't move it anymore as it had burst out of the 100th dimension. It was over for life itself. The only thing left in the universe was my brain, the moon itself merged with it and my brain was just there. After all this time being doomed like this there is nothing left to tell but to just think about my previous life and how I just wanted to adjust my TV volume. I then thought, what if this was a story… What would the moral of it be? The only joy and happiness came to me in the answer of a useless question… the moral of the story is that in Soviet Russia… remote controls you.

| Brief story. So I had never really been that big into collecting watches and timepieces, but that seems to have changed after a recent trip to Iceland. I always loved to look at watches and try them on, but never really found them comfortable and viewed them more as an annoyance on my wrist or as an obstacle when trying to get things done. I also didn’t truly understand/appreciate the time and dedicated work that went into designing and assembling a watch, but instead just focused on the finalized piece and how it looked. However, after spending some time in Iceland and stumbling into a local watchmaker shop, I now see and appreciate the work that goes into many watches. When in Iceland, I happened to stumble upon a local shop known as JS Watch Co. Inside, I was met by a friendly face and a man who shared his story of how exactly he got started with watchmaking and how he got to where his is today. This man, Gilbert, was passionate about his work and spent hours discussing the designs and ideas behind just about every single watch that his company has produced. Whether it be the pilot watches or the soccer watches designed for the Icelandic soccer team, each watch had a backstory that I would’ve never known about if not for Gilbert. Gilbert’s work was phenomenal and I went from just enjoying looking at watches, to eagerly wanting one of his pieces. I think the fact that Ed Sheeran, Tom Cruise, Gordon Ramsay, and more had visited his shop may have also played a part in me wanting one of the watches, but that’s another story for another day. Background:
The third and final ship of the Churchill-class (also known as the Repeat Valiants as it featured many internal improvements, but outwardly looked about the same as the preceding Valiant-class Nuclear-Powered Submarines)
HMS Conqueror) was ordered on 9 August 1966 and was laid down at the Cammell Laird Shipyard at Birkenhead, at the time in the County of Cheshire, England, on 5 December 1967. She was launched on 28 August 1969 and commissioned into the Royal Navy on 9 November 1971, the final nuclear-powered submarine to be completed by Cammell Laird. (all future Royal Navy submarines would be exclusively built by Vickers Shipyard)
Conqueror’s career between commissioning in 1971 and the Falklands War in 1982 was largely uneventful, with the only thing of note being the replacement of her Type 2001 sonar array with a Type 2020 version and a Type 2026 towed array that could be let out and retrieved sometime in the late 1970s. It was also around this time that the sub would be captained by Cmdr. Chris Wreford-Brown.
Upon the outbreak of the Falklands War in April 1982, Conqueror would be among many British submarines that were deployed to the South Atlantic (including sister ship HMS Courageous), departing Faslane Naval Base in Scotland on 3 April, and arriving at the Falklands exclusion zone on 24 April, exactly three weeks later. She was tasked with scanning the area for Argentine shipping, in particular, Argentina’s light aircraft carrier ARA Veinticinco de Mayo (formerly HMS Venerable). On 30 April, Conqueror spotted the Brooklyn-class Light Cruiser ARA General Belgrano (formerly the USS Phoenix) sailing southwest of the Falklands outside of the exclusion zone. However, with 25 de Mayo approaching the islands from the north, the commander of the HMS Hermes task force, Rear Adm. John “Sandy” Woodward, fearing a pincer attack between the two ships, requested permission from his superiors to sink Belgrano. That permission, after some debate, would be granted by Adm. Sir John Fieldhouse and the order to engage was sent to HMS Conqueror, in the interim, Belgrano would retire from its attack vector and head west, a move that made later events incite controversy, although both Belgrano’s captain and the Argentine government would acknowledge that the attack was a legitimate act of war.
On 2 May, Conqueror would launch three Mark 8 torpedoes
\1]) at Belgrano, with two of them striking the ship and exploding. Twenty minutes later, the cruiser was rapidly sinking and abandoned by her crew. General Belgrano was unable to send a mayday signal, due to electrical failure and poor visibility, which meant that the two escorting destroyers, ARA Piedra Buena (formerly Sumner-class USS Collett) and ARA Bouchard (formerly Sumner-class USS Borie) would not find out about Belgrano’s sinking until hours after the latter sank, taking 323 men with her. The sinking of the Belgrano was a notable one, as it was the second time since the end of World War II that a submarine sank an enemy warship

Though Conqueror would not again fire her torpedoes in anger, having had to evade the efforts of the Argentine Air Force (FAA) to locate and sink the submarine, she would spend the remainder of the war helping the task force by using sophisticated monitoring equipment to track FAA aircraft. Belgrano’s sinking also shocked both the Argentine people and military junta, and contributed to the Argentine Navy’s role being significantly reduced for the remainder of the conflict, and in turn, contributed to Argentina’s defeat in the Falklands War.
After the war, HMS Conqueror would return to Faslane flying a Jolly Roger, a customary act of Royal Navy submarines after achieving a kill. Said Jolly Roger would feature an atom, a cross torpedo pattern, a dagger and the outline of a cruiser, representing Conqueror being an SSN, the weapon used for the sinking, the secretive nature in the operation and the hull type for the kill respectively. This banner can be found at the Royal Navy Submarine Museum in Gosport in South East England.
Her post war career would also see some notable moments. Later in 1982, Conqueror would take part in Operation Barmaid, an operation to raid and capture a Soviet passive towed scanner array that was towed by a Polish-flagged vessel. Conducted as a joint Anglo-American operation just outside Soviet territorial waters, the sub used cutters affixed to her bow to shear off the 3” (76mm) thick wire before silently returning to base on the Clyde. On 2 July 1988, Conqueror collided with the Dalriada, an Army Sail Training Association yacht. Its four crewmen would be rescued, but the yacht sank.
Conqueror was decommissioned on 2 August 1990, with the submarine’s periscope, captain’s cabin and main control panel joining her Jolly Roger at the Royal Navy Submarine Museum. At the time of writing, she is currently housed at Devonport, County Devon, one of twenty nuclear subs housed there by the Ministry of Defense awaiting final disposal.

Conqueror (S48) could be best described as someone who has a Sugar-and-Ice Personality (or in Anime jargon, a Kuudere). On the outside, she is cold, aloof and professional, dedicated to her missions and largely keeps to herself. Once one gets to know her better, she shows herself to be more optimistic and warm, if a bit socially awkward.

Design:
Conqueror is depicted as a girl in her mid-teens with golden yellow hair tied in pig-tails that extend down to her elbows, and ruby red eyes. Her attire is largely inspired by the equipment utilized by the Special Boat Squadron (now known as the Special Boat Service) during the early 1980s, and in particular during the Falklands War. She wears a black skin-tight one-piece wetsuit that covers her entire body, with the cut offs being around her hands and halfway down to the calves of her legs. Among her equipment is a snorkel on her right shoulder, though not worn, and comes with a L9A1 Browning Hi-Power pistol in her left hand. In addition, Conqueror wears a red crystal around her neck in the shape and style of Phoenix’s tie at the end of her hair, symbolizing a prize for sinking her in the Falklands War.
Her rigging is largely the same as her submarine model, but functions as a one-man Submarine Delivery Vehicle for which she rides on top, with the control mechanism being on two handles on each side of the sail (akin to how I-56 operates her rigging)

The historical HMS Conqueror (or rather the last iteration of her) is a fascinating ship and one that I figure would be deserving of its UR spot given its single defining achievement. But this would also be my first UR submarine (at least my first not named Alicorn which is OP even by Ace Combat standards) and with nothing to base it on, it's difficult and might actually be a bit underpowered by comparison. It is what it is I suppose.
